Beijing Backs AI Tools for Restaurants and Solo Operators With Subsidies
Government funding measures and new business rules are directing support toward AI applications in Beijing's commercial districts.
How we reported this

Beijing has introduced 16 measures that include subsidies reaching 30 million CNY for firms building leading AI models or general-purpose intelligent agents and up to 50 million CNY for priority simulation verification projects. These steps form part of the city's effort to channel investment into AI applications that serve existing local businesses.
Direct Support for Restaurant Operators
Meituan launched its AI for Small Businesses initiative in the Wangjing area. The program supplies AI-powered recommendations to more than one million small restaurant operators and includes a Merchant AI Guardian tool that cut the impact of malicious reviews by 60 percent. The rollout places concrete AI services inside one of Beijing's established commercial neighbourhoods.
Funding for Solo Entrepreneurs
In December 2025 the Haidian district issued the capital's first One-Person Company service plan. The plan supplies computing and data vouchers valued at up to 300 million yuan each year to AI-empowered solo operators working inside the Yizhuang development area. This measure targets the capital's core AI industry, which produced more than 450 billion yuan in output last year while hosting more than 2,500 AI companies and 241 registered large language models.
Regulatory Steps for New Business Models
Beijing issued the country's first catering business license to a robot, creating an early regulatory path for embodied intelligence inside the catering sector. The action aligns with the AI+ strategy that connects robotics with existing commercial operations across the city.
These funding amounts, voucher programs and licensing changes supply defined channels for local businesses to adopt AI without requiring operators to create entirely new companies. Companies and individual operators in Wangjing, Haidian and Yizhuang can now access the listed subsidies and tools through the published measures. Further participation will depend on how individual firms apply the available vouchers and model-development grants.
