Beijing Approves 180,000-Square-Metre Tower Complex Near CBD
City planners cleared a 180,000-square-metre mixed-use tower complex on a site next to Beijing's financial district on 7 July.
How we reported this
The Beijing Municipal Commission of Planning and Natural Resources issued final approval on 7 July for a 42-storey mixed-use development at the intersection of Jianguomen Outer Street and the East Third Ring Road, directly adjoining the Central Business District core.
The decision arrives while transaction volumes in Chaoyang district have edged up 12 percent year-on-year through June, driven by renewed demand for Grade-A office space after two years of subdued leasing. Developers have cited the need for new supply to meet projected tenant inflows from financial services firms expanding their Beijing footprints.
Site location and design
The parcel lies 400 metres south of the Guomao subway interchange and one block east of the China World Trade Center complex. Plans call for 95,000 square metres of office floors, 45,000 square metres of serviced apartments, and 40,000 square metres of retail anchored by a ground-level plaza linked to the existing pedestrian network around the Kerry Center. The Beijing CBD Administrative Committee reviewed the traffic impact study and required an additional subway entrance to be built at the developer's expense.
Construction costs are budgeted at 4.2 billion yuan, with office units slated to list from 78,000 yuan per square metre. The project will add 1,200 underground parking spaces, addressing a documented shortfall of 3,800 spaces in the immediate 500-metre radius according to the commission's 2025 audit.
Next steps for buyers and tenants
Public consultation on the detailed design runs through 15 August at the commission's offices on North Taiping Road. Pre-sales registration opens in the first quarter of 2027. Property agents active along Jianguomen Outer Street advise prospective office tenants to submit space requirements before the end of September to secure early-bird fit-out allowances. Investors monitoring Chaoyang listings should track the commission's weekly bulletin for any revised floor-area ratios that could affect neighbouring parcels still under review.
